The story begins with Sarah and Jennifer. After a terrible car accident that kills Jennifer's mother, the girls devise a plan to prevent anything bad from happening to them. They call it "never list," a type of safety checklist for their future endeavors.
Sarah and Jennifer choose to go to college in Oregon because it feels safe. They follow their "never list" by hiring a taxi service to shuttle them back from parties. However, one evening after leaving a party, they get into the taxi, but never go home. Kidnapped, they spend three years locked in a dungeon with two other girls. They are starved, sadistically tortured, and psychologically manipulated.
Ten years have passed since her escape, but Sarah cannot allow herself to live a normal life. She has lived as a recluse and suffered with the guilt that she couldn't save her friend, Jennifer. Sarah receives a call from an FBI agent notifying that her captor is up for parole, urging her to attend his hearing and prevent his release. He also informs her that her former captor has written her yet another letter. As Sarah reads it, she can't help but feel as though he is trying to send her a message, possibly about where Jennifer's body is buried.
This sparks the courage in Sarah to travel back to Oregon to find the answers to those letters. She enlists the help of the other two girls who were held captive because they've been receiving letters, too. They stumble upon a world of sadism and secret cults.
